The U.S. said Qatar and Kuwait aren’t doing enough to block the financing activities of the extremist group Islamic State, exposing a sore point in a coalition formed to fight the militants. “Both countries have more work to do,” Mr. Cohen said on Thursday at the Carnegie Endowment for International Peace, a Washington think tank.
